Proclamation of the new sovereign in Cumbria

Following the passing of Her Majesty The Queen, Cumbria County Council can now confirm details of the Proclamation of the new sovereign, throughout the county.

The Proclamation was made at 11am today, at St. James’s Palace and then again at the Royal Exchange, in the City of London at 12noon.

On Sunday 11 September the Proclamation will be made in Edinburgh, Cardiff and Belfast before being cascaded to County, City, Borough and Parish Levels.

The High Sheriff of Cumbria, Mr Alan McViety will make the Proclamation outside The Courts, on English Street in Carlisle very shortly after 12noon on Sunday, where the public are invited to attend.

The Proclamation will then be made in each district which is detailed below.

The programme for the County Proclamation in Carlisle is as follows:

  • Shortly before 12 noon - County dignitaries will make their way to outside The Courts, English Street, Carlisle
  • Shortly after 12 noon -

- Bugler plays a fanfare
- HM Lord-Lieutenant to offer words of introduction
- The High Sheriff reads the Proclamation of the Accession
- At the end of the Proclamation
- High Sheriff: God save the King
- Official Guests repeat: God save the King
- All present join in saying: God save the King
- Band to play one verse of the national anthem
- High Sheriff to call for three cheers for His Majesty the King
- High Sheriff to hand copies of the Proclamation to District Mayor/Chairmen
- Bugler plays a fanfare

  • Then dignitaries process, led by The Lord-Lieutenant, High Sheriff and Mayor of Carlisle to the Old Town Hallwhere the Carlisle City Proclamation will be made by the Carlisle Mayor, Councillor Mike Mitchelson.

City of Carlisle Proclamation
Shortly after 12.30pm from the steps of the Old Town Hall in Carlisle city centre. The Proclamation will be read by the Mayor of Carlisle, Cllr Mike Mitchelson.

Programme is as follows:
• Procession arrives outside the Old Town Hall
• Bugler plays a fanfare
• Lord-Lieutenant to offer words of introduction
• Mayor of Carlisle Cllr Mike Mitchelson reads the Proclamation of the Accession
• At the end of the Proclamation
  - Mayor of Carlisle: God Save the King
- Dignitaries repeat: God Save the King
- All present join in saying: God Save the King
• National Anthem, one verse

God save our gracious King!
Long live our noble King!
God save the King!
Send him victorious,
Happy and glorious,
Long to reign over us:
God save the King!

• Mayor of Carlisle to call for three cheers for His Majesty the King
• Bugler plays a fanfare
• Rev. Keith Teasdale, City Chaplain to Carlisle City Council, will announce the lowering of the Union Flag as a mark of respect for the passing of Her Majesty Queen Elizabeth II

The Proclamations will be followed by a service at Carlisle Cathedral.

Please note that a temporary road closure will be in place on English Street from the junction of Botchergate to Victoria Viaduct. Victoria Viaduct will also temporarily be closed from the junction of James Street.

 

In Barrow, the Barrow Borough Proclamation will be as follows:

At 12.30pm at Barrow Town Hall - outside the Duke Street entrance, The Proclamation will be read by the Deputy Mayor of Barrow, Cllr Therese Assouad.

The Mayor, Cllr Hayley Preston, will attend the Proclamation in Carlisle, representing Barrow Borough Council.

In Penrith - the Eden District Proclamation will be as follows:

The Chair of Eden District Council, Cllr Douglas Banks will read the District Proclamation of Accession from the Town Hall steps in Penrith at 12.30pm.

This ceremony is open to all to attend and programme details are outlined below.The programme for Penrith is as follows:

  • 12.30pm - Dignitaries will process to outside Penrith Town Hall and stand in their designated places.
  • The Vice Lord-Lieutenant of Cumbria, Lord Inglewood, to offer words of introduction
  • Cllr. Douglas Banks, Chair or Eden District Council, to read the Proclamation of the Accession
  • At the end of the Proclamation:
  • Chairman says: God save the King
  • Official Guests repeat: God save the King
  • All present join in saying: God save the King
  • Penrith Town Band to play one verse of the national anthem
  • Chair will call for three cheers for His Majesty the King.

Please note that a temporary road closures and attending diversions will be in place in front of the Town Hall prior to the Proclamation being made, until shortly after the ceremony has ended. Please also note that parking at the Town Hall will be reserved for visiting dignitaries.


In Kendal, the South Lakeland Proclamation will be as follows:

At 12.30pm, outside the front of Kendal Town Hall, there will be an introduction from Deputy Lieutenant Mrs Anne Diss MBE, followed by Proclamation jointly read by Chairman of South Lakeland District Council, Cllr Pete McSweeney, and Mayor of Kendal, Cllr Doug Rathbone.

Please note that a temporary road closure will be in place on Stricklandgate from the junction of Library Road. 


In Whitehaven, the Copeland Proclamation will be as follows:

At 12.30pm on the front steps of St Nicholas’ Church, 28 Duke St, Whitehaven, CA28 7EH, the Proclamation will be made by the Elected Mayor of Copeland Councillor Mike Starkie.

 

In Workington, the Allerdale Proclamation will be as follows:

At 12.30pm at Allerdale House in Workington (postcode CA14 3YJ). The Proclamation will be made by the Mayor of Allerdale, Cllr Allan Daniels who will be joined by local leaders, dignitaries and council officers.

Members of the public are welcome to attend the event which will be held outside at the flagpole, and are asked to arrive from noon. 

Flowers can be laid at the flagpole at Allerdale House after the event, though it is preferred that no cellophane wrappers are left with the flowers. People are also encouraged to make a donation to the Queen’s charities.
